Is he implying that Whig generals encouraged the USA rebellion against Britain?

And I think the implication is that the British generals sent to put down the rebellion were not entirely rigorous in their warfare. Possibly the implication was that the British generals intentionally disobeyed orders because they wanted the USA to succeed.
