I don’t have an answer to this at the moment. I suspect that any effective strategy for action will require a different global situation.

I presume that the USA is going down. I don’t know when, and I don’t know what the descent path will look like.

We could see China as the world’s biggest single superpower in 2015. Or we could see China as the world’s biggest superpower in 2030. Action plans cannot be formulated until we know how the geopolitics will shake out.
